Throughout the early lifetime of The Lord of the Rings TCG, Decipher promoted the development of local grassroots elements via a variety of methods, including the release of League Kits. League Kits were all-in-one packages that could be purchased from Decipher's website that would contain everything needed for a local game store, product champion, Rider of Rohan, or (later) dAgent to run a cohesive multi-week league event that could cultivate a local community.
