Starting with Shadows, card sets were no longer printed with a full parallel Foil copy of each card. Instead, the number of alternate foils were restricted to 18, with effort taken to pick 18 of the most iconic cards in the set. These Legends cards were printed as foils and given an alternate Collector's Info with a rarity of RF and a new number from 1-18.
Legends (typically referred to simply as "RF" in the community) were inserted into booster packs at a rate of approximately 1 in every 7 packs for Shadows[1] and 1 in 9 packs for following sets[2]. Unlike previous boosters, the RF always replaced the regular rare.
Legends cards were included in Shadows (set 11), Black Rider (set 12), Bloodlines (set 13), The Hunters (set 15), Rise of Saruman (set 17), and Treachery & Deceit (set 18).
