Here are the Starter Deck lists for each of the starter boxes released in Towers Block, which is to say sets 4-6: The Two Towers, Battle of Helm's Deep, and Ents of Fangorn.

For the Aragorn and Theoden starter decks, Decipher released Print and Play PDF files for download on their website. These decks included the same cards as shown below, except that they included 3 random rares (to approximately match what would show up in a physical starter deck box). Those can be referenced here:

Even with the above additions, however, the decks are still not legal to use normally, as they only total to 52 cards instead of the 60 minimum required.
