The One Ring, The Ruling Ring (1C2) is a One Ring card from the Fellowship of the Ring set.

Strategy[edit]
The Ruling Ring is the most basic form of The One Ring and has been re-released in every block since the game's inception. Unlike its counterpart in Fellowship Block, The One Ring, Isildur's Bane (1R1) , The Ruling Ring can only be used to absorb wounds during the Skirmish phase, which leaves the Ring-bearer very vulnerable to Archery and Regroup wounding, as well as Maneuver and site wounding later on.
Its main advantage is that it converts wounds to burdens at a lower cost of only 1 burden per wound; this beats all other versions of the One Ring except The One Ring, The Great Ring (19P1) and The One Ring, The Ring of Rings (11R1) . However it does so with the inflexibility of only converting burdens during the Skirmish phase, meaning that wounds from Maneuver, Archery and Regroup actions go unchecked.
The main utility of this One Ring is to act as the Common-rarity baseline against which all other Rings are judged. As it is included in all Starter Decks, it also acts as the default option in most Sealed contexts. In almost all cases where you can do so, you are probably justified using a stronger Ring.
The one exception is in Fellowship Block against a Nazgul-heavy Corruption meta, in which case the raw number of burdens is more important than the vitality and flexibility of The One Ring, Isildur's Bane (1R1) , especially against The Witch-king, Lord of the Nazgul (2R85) .

Rulings[edit]
The One Ring's first paragraph is a special ability, and therefore optional. The second paragraph of game text is not optional, so once The One Ring is "worn", all wounds taken must be "converted" to burdens. When you are about to take a wound and wear The One Ring, you must take a burden (or burdens) for that wound.
