Rules Council
The Rules Council is the group within the Player's Council that maintains rulebooks and makes decisions regarding rules and card interactions. It is made up of two sub-groups, the Legacy Rules Team for ruling on historical Decipher formats, and the Modern Rules Team for ruling in PC format contexts.

A wiki article is generated during steps 1 or 2. This behaves as a central location for evidence and reference material to be organized, and can be freely updated throughout the rest of the process to document new discoveries or developments.
Step 3, the vote, requires that at least 3 members of the Team to come to an agreement to approve a change to move forward.
In the case of the Legacy team, the Public Review is taken more seriously than it is for the Modern team, to ensure that the widespread experience of the general public is appropriately tapped; perhaps there is a blog post or other piece of supplementary material that the Team missed and must be taken into consideration. The Modern team however is less bound by whatever the tradition happened to have been, and so while they will still publish and announce their rulings, it is less essential that the public be polled.
Once the decision is locked in, the appropriate rulebook wiki article is updated here on the wiki. There are no subversions of the rulebooks, as updates are fluid. For this same reason, there is no CRD equivalent (though there is a PC Rules Summary, albeit that is for convenience of learning rather than an essential part of the ecosystem).
Step 6 usually involves a change to Gemp if necessary, and may involve scheduling a future date of enforcement (for instance, if a big tournament is in place and it is unwanted to change things before it occurs).
Submitting Rules Review Request[edit]
If you are a player wanting to have the Rules Council rule on an interaction, first bring the issue up on the #rules-questions channel of the PC Discord. If a Rules Council member agrees that discussion is warranted, ask for a rulings article to be created below and add any information you think is relevant to it.
