Strategy

A rather generic choke site 3 that is useful if no other site 3 will bring you much benefit. Can be combined with other choke effects (Aragorn, Heir to the White City; A Talent for Not Being Seen or Gimli, Dwarf of the Mountain Race) to generate very little twilight moving to site 4.
