ReleaseNotes	It will be a long, long time until all of the problematic issues in Expanded are dealt with, but that's all the more reason to start now. This card in combination with Madril, Defender of Osgiliath (15R64) basically ensured that no minion made it past the Maneuver phase unless the Free Peoples player wanted it to. Madril has already been nerfed in the past to limit how freely minions may be made roaming, and this alteration to IB continues to pump the breaks somewhat. This change will not affect how minions with 1 or 2 vitality are dealt with, of course, but it will ensure that anything meatier will have to be hit 2 or more times, which seems fair.
