Strategy
Frodo, Little Master is a slightly-modified reprint of Frodo, Courteous Halfling (4R301) , and a fairly generic version of Frodo overall. In formats where Courteous Halfling is disallowed (i.e. Standard), he's a moderately-unreliable defense against Shadow discard and mill decks. However, because he can't defend against discard or mill in your opponent's Free Peoples deck, and his game text is so easily shut off simply by generating a few threats, he's rarely played.
Frodo, Courteous Halfling (4R301) is generally stronger, chiefly because Courteous Halfling's game text is much harder to deactivate. The rest of the differences between the two cards are negligible.
