Strategy
There are many good Elven skirmish events. This is not one of them.
Arrow and Blade is so expensive and so weak that it would only be useful if you had some good reason to want wounds on Elven companions, but no such reason exists. Its only function is to protect a non- Elven companion, but since it doesn't work on the ring-bearer and has such a high cost, it's almost certainly better to use a card in that character's culture. When it comes to protecting your elves, this card is strictly eclipsed by Supporting Fire (4C83) , which also wants a Fellowship full of elves but does not exert them. Many other superior alternatives exist: depending on the format, these include Defiance (1C37) , Feathered (4U66) , Valor (4C87) , Forearmed (6U16) , Still Needed (7C29) , Fleet-footed (10C10) , Attunement (12C16) , Final Shot (13C14) , and even the rarely-played Flashing Steel (4C70) and Uncertain Paths (7C30) . While there are decks like Telepathy and Elvents that play many Elven skirmish events, they still don't play Arrow and Blade.

- This is technically a Elven event, so it benefits or benefits from the core cards of Elvents and Telepathy, like Círdan, The Shipwright (10R8) , Galadriel, Lady Redeemed (10R11) , Elladan, Son of Elrond (14R2) , Elrohir, Son of Elrond (14R3) , Gil-galad, Elven High King (9R+15) , and Galadriel's Silver Ewer (18R11) . However, this card is so expensive and weak that it is rarely played, even in those decks.
- If you somehow wanted to make this card work, you would need a great deal of healing from cards like Elrond, Herald of Gil-Galad , Galadriel, Lady of the Golden Wood (3R17) , Shadow Between (7R28) , and Nenya, Ring of Adamant (9R20) .
