Strategy
Cirith Ungol Warrior is, like most of the Morgul Orcs of Mount Doom, a forgettable and overpriced junk minion. Four twilight cost is just not a good value for a 9 strength minion that is usually-but-often-not Fierce.
There are just too many better Ringwraith minions in the same niche. Morgul Hound (7C192) is less reliable but half the cost for the same stats. 4 twilight is where you can start looking at the cheap Nazgul, and this just can't compete with Úlairë Otsëa, Thrall of the One (8R81) , Úlairë Lemenya, Assailing Minion (7R213) , or Úlairë Nertëa, Thrall of the One (8U80) . It's just as bad when you look at other cultures: cards like Uruk Warrior (1C156) or Mordor Pillager (10U92) are better minions at a lower price.
