The change swung too far the other way. The volume of cheap or free Isengard support conditions made the cost of a very strong effect practically negligible. We've decided instead to remove the card spotting requirement, reverting to the original but lowering the burden requirement to 4, essentially making Berserker a Toldea for Isengard serving as a similar threat against the classic "bid 3, go first, get Aragorn" start, for another culture.
