Strategy
Rallying Orc is one of the most powerful Orc minions released, with his powerful ability to exert fueling a Demoralized (11U114) engine and adding twilight to swarm with Mountain-troll (15R112) and Goblin Hordes (11R123) . He also could work well with Gothmog, Morgul Leader (18R80) to soften up a fellowship for the three archery that he gives. To keep him at Underground and Battleground sites, you can either run Site Manipulation with your Fellowship or run the site manipulation the Orc culture has access to, such as Unforgiving Depths (13C120) , Watchful Orc (11R143) , along with Skulking Goblin (11S138) to make sites underground.
