Strategy
Rarely played. A cheap weak minion like this would only be good in a multicultural swarm deck like Stupid Swarm, which is the only place it ever might win a skirmish to use its Damage +1. Those decks don't generally place burdens or use Twilight minions, however. Decks that use Twilight minions are generally focused on corrupting the ring-bearer, not somehow getting some use out of a small weak minion like this. The only swarm deck that uses Nazgul or places a significant number of burdens is Morcs, which focuses on a different culture, generally does not play Twilight Nazgûl, and has stronger swarming minions like Morgul Whelp (7U202) .
