Strategy

With the boost to 9 strength in the fierce skirmish, he can now appropriately challenge the stronger companions and, perhaps with a little help from Burn Every Village or spare vitality from Saruman, Rabble-rouser, put two wounds on the fellowship at minimal cost.
Note that while it may be tempting to beef him up with Iron Axe for a 10/12 strength minion, for the same twilight you could put War Club on Dunlending Robber for an 11/13 strength minion with the ability to discard items.
