Strategy

Third Level gives a sharp increase in site number to a single minion. It can usually make a minion roaming, especially when combined with effects like Ancient Roads (6R49) or Gondorian Ranger (4C122) . Unlike Second Level (7C118) , it has to be transferred during a skirmish. It also has to spot two Rangers instead of one, so it is less versatile than Second Level.
