Third Level gives a sharp increase in site number to a single minion. It can usually make a minion roaming,  especially when combined with effects like {{Card|Ancient Roads}} or {{Card|Gondorian Ranger}}. Unlike {{Card|Second Level}},  it has to be transferred during a skirmish. It also has to spot two [[Ranger]]s instead of one,  so it is less versatile than Second Level.
