Fifth Level is the main strength lowering Fortification for Knights. Since it doesn't have a limit, it can easily lower the strength of a minion to zero once a good support area has been set up. Sixth Level helps a lot with this as it ensures that fortifications stay on the table.  If there are many fortifications to spot,  then Fifth Level can be used as an efficient way to kill minions as it does not require any exertions to transfer (Assuming three Knights can be spotted),  unlike Stone Tower or Seventh level.

Unlike previous fortifications that transfer during the maneuver phase, Fifth Level can be transferred from minion to minion at will (Assuming three Knights can be spotted). This is mostly useful for Turgon and Thorongil if there are minions that need targeting during the maneuver phase (Such as Ulaire Enquea, Lieutenant of Morgul).

Fifth Level also spots [Rohan] Fortifications, although there is not usually much cause to combine Gondor and Rohan Fortifications, as they have no synergy with each other.
