Gameplay Strategy
Here's a condition which gives you an interesting way to save up opportunities to exert your opponent's minions during the skirmish phase. This can serve your Free Peoples in a wide variety ways. Perhaps you are building up the abilities of characters such as Elite Rider (4C265) , Éowyn, Lady of Ithilien (10R72) or Arwen, Queen of Elves and Men (10R6) . Perhaps you want to block troublesome shadow skirmish abilities. Or perhaps you just want to put minions at the tipping point for Ranger's Bow (4C131) or Éowyn's Sword, Dernhelm's Blade (7R230) .
At first glance, exerting two companions just for the chance to exert one minion seems like a bad trade. And outside of the proper deckbuild, that is probably very true, especially if you are facing a wound-based shadow side. However, there are highly-efficient healing cards for all three cultures listed on this card. Rohan has access to Brego (4U263) , Éowyn, Daughter of Eomund (5P122) and the villager healing engine. Gondor can lean into Aragorn, King in Exile (1P365) , Hard Choice (4U123) , Athelas (1U94) , Banner of Westernesse (6U51) , Faramir, Ithilien Ranger (6P121) , etc. And Shire, well, the hobbits have an entire hospital named after them. The best options will depend on the specific angle of your own deck, but if you can find a worthwhile system to take your own wounds off the table, Doom Drove Them can be a good investment.
