General Strategy

Like The Gaffer's Pipe, Bilbo's Pipe functions mainly as a support pipe, as it easily gives the Free Peoples player another pipe to spot. Unlike other pipes, Bilbo's Pipe caters mainly to its own deck build, providing synergy with tales. In such a deck, it would likely combine best with Gimli's Pipe, since a tale deck may not have room for very many pipes.

Bilbo's Pipe's tale recycling works particularly well with [Gondor] cards such as Gondor Bowmen, as Gondor as a culture has very weak recursion potential. It also works well with resupplying "Enters play" bonuses such as Songs of the Blessed Realm and Mines of Khazad Dum.

Like other reshuffling cards, Bilbo's Pipe works best when ahead on the path, as it dilutes the shadow side of its owner's deck.
