The first card added to the Restricted List in Fellowship block, Forces of Mordor generates twilight just by the nature of playing minions. With play-from-discard abilities such as Tol Brandir or hand extending cards like The Dark Lord's Summons, Forces of Mordor can generate large amounts of twilight from just a single copy, making a swarm deck with this card highly dangerous.
 
With the card drawing capabilities of [Sauron] Orcs, particularly in the Battle of Helms Deep expansion (Grishnakh, Orc Captain, Orc Chaser, etc.), Forces of Mordor is on the [[X-List]] beyond Fellowship of the Ring Block.
