General Strategy
For [4], you drop a 20 strength, Fierce Nazgul. It doesn't get much better than that.
Ulaire Lemenya is only useful in certain kinds of Nazgul decks, namely, ones that rely on a lot of possessions. Fell Beast are often used for hand cycling, The Pale Blade to take a stab at Free People's Conditions, and Morgul Blade to be combo'd with Blade Tip. In large decks (~80+ total) more possessions can be added than normal, and as long as you're constantly cycling and equipping weapons left and right, you can set Lemenya up to be a recurring, cheap bomb on several sites. It's icing on the cake if another Nazgul that happens to be armed is killed before Lemenya; one of the few times that a minion can be made stronger by you losing skirmishes.
Lemenya is however only 2 vitality and so is often sniped by archery fire or other wounding events. It's a good idea to load him up with Shadowy Mount or Ring of Rancor, with an All Blades Perish or two in reserve just in case.

- Other shadow-based decks that don't move the Fellowship very fast--this gives you plenty of turns to cycle and get possessions discarded
- Discard decks, Arrow-slits and other possession removal, funnily enough
