The reason it has so little impact is that most decks cannot [[swarm]] effectively at low [[site number]]s due to [[roaming]] penalties. As long as you're careful not to [[flood]] too badly and do not accidentally give away [[initiative]] going into {{Card|Rohirrim Camp}}, few swarm decks are going to try very hard to play a swarm of minions at site 2 or 3.
