Like most versions of [[site]] 1 in [[King Block]], '''Steps of Edoras''' has very weak gametext. It's unlikely to have any effect at all on most games. If your deck can benefit at all from one of the stronger sites, like {{Card|Dunharrow Plateau}}, {{Card|Rohirrim Road}}, or {{Card|Sleeping Quarters}}, it's probably a good idea to run one of those instead, even in a deck chiefly focused on {{C|Gondor}} [[companion]]s.


It seems like it should do more. '''[[Defender]]''' is usually a strong effect, and it lasts until the end of the turn, which could go as far as site 3 if you [[double move]]. The reason it has so little impact is that most decks cannot [[swarm]] effectively at low [[site number]]s due to [[roaming]] penalties. As long as you're careful not to [[flood]] too badly and do not accidentally give away [[initiative]] going into {{Card|Rohirrim Camp}}, few swarm decks are going to try very hard to play a swarm of minions at site 2 or 3.


It's not that Steps of Edoras is a bad or rarely-played card. You have to play something at site 1, after all. It's just very low-impact.
