Frodo, one of the protagonists of Lord of the Rings and the chief Ring-bearer in this game, is a hobbit. With one exception, all hobbits in this game are Shire culture Free Peoples characters.

The sole exception is Ted Sandyman, Chief's Men's Ally (18U75) , a Men-culture hobbit minion from Treachery & Deceit. This unusual quality allows the Shadow player to play this minion, then play cards like Fool of a Took! (1R170) that spot "a Hobbit" against any opponent. Such cards were intended to counter Shire Hobbit decks, and designed on the presumption that such a character would be one of the Free Peoples' player's companions or allies.
