'''Boromir's Cloak''' is a [[tech]] card to deal with {{Card|Saruman's Snows}} or occasionally {{Card|Wizard Storm}}, which are otherwise not cards that you can [[Condition Removal|remove]] using only {{C|Gondor}} cards. It's weaker and less versatile than {{Card|Make Light of Burdens}} or condition removal cards in other cultures, like {{Card|Secret Sentinels}}, {{Card|Sleep, Caradhras}}, {{Card|Deep in Thought}}, or {{Card|Let Us Be Swift}}, so if your deck can practically use one of those cards, definitely go ahead and do that instead.
Boromir's cloak has only two real uses: first, the obvious '''Weather''' removal in Fellowship block, in which case it is advised to carry a copy or two in any deck with Boromir where you might end up against Uruk-hai; and second, as an extra card to improve Boromir, Doomed Heir's special ability.
