Every time a [Sauron] Orc wins a skirmish, this card pumps all [Sauron] Orcs that will be skirmishing after this one (and the other ones as well of course, but this isn't of much use). To get around this, the Free Peoples player choosing skirmishes order to resolve those where minions lose first (thus minimizing gain from Orc Banner), it's good to make minions fierce or have ways to pump those skirmishing first. One of the best ways to achieve both those things is the roaming orcs deck, that uses Advance Regular to make minions fierce and Advance Marauder, Rank and File or Flames Within to pump during first skirmishes and trigger Orc Banner.
