It was distributed as a prize for players who participated in digital leagues for the [[Lord of the Rings Online TCG]] in April 2005.<ref>Wayback: [http://web.archive.org/web/20050314204041/http://lotronline.decipher.com/newsletters/2005_01_06.html Get your Boromir, Steward's Heir physical promo card!]</ref>  The card is itself a cut-down version of the much more elaborate [[Customizable League Card]] used in the online client, representing a version of the card with a whopping 6 points invested into its customization (out of 30), the highest of all the customizable league promos.  Due to the relatively low popularity of signups for those leagues, the card remains one of the rarest in the game; its high price is purely due to that rarity, as the gameplay appeal is rock bottom.

This is a very passive version of Eomer, who is equivalent to {{Card|Eomer, Rohirrim Captain}}, except for a lower twilight cost, lack of ability, and the addition of the damage +1 modifier.  Unless having Eomer in your starting Fellowship for only 1 twilight is important, it would be best for you to look elsewhere.
