A cheap weak [[minion]] like this would only be good in a [[Rainbow|multicultural]] [[swarm]] deck like [[Stupid Swarm]], which is the only place it ever might win a skirmish to use its [[Damage|Damage +1]]. Those decks don't generally place [[burden]]s or use [[Twilight (Keyword)|Twilight]] [[minion]]s, however. Decks that use Twilight minions are generally focused on [[Corruption|corrupting]] the [[ring-bearer]], not somehow getting some use out of a small weak minion like this. The only swarm deck that uses [[Nazgul]] or places a significant number of burdens is [[Morgul Orcs]], which focuses on a different culture, generally does not play many Twilight Nazgûl, and has stronger swarming minions like {{Card|Morgul Whelp}}.
