It will always exert at least one hobbit (Frodo), but is not a frequently seen site because it will exert the site owner's Frodo as well as their opponent's Frodo. It is also one of two possible marsh sites in Fellowship Block, allowing the shadow player to use The Watcher in the Water, Keeper of Westgate and its tentacles.
